Luci is your always-on assistant for routing, status updates, and follow-through. Operators can still open deeper evidence when needed.

Todo: Ready work for Luci or the assigned owner.
Waiting: Paused until a blocker clears or someone replies.
Review: Finished or gated work that needs a decision.
