Description
MC-4272
User reported MC-3468 appears when searching the Board but is absent from both Needs Input and Review tabs.
Diagnosis: MC-3468 status is `waiting`. Backend supports `filter=waiting` and counts waiting tickets, but the visible board tabs render Inbox, In Progress, Needs Input, Review, Snoozed, Done, Done Today, All — no visible Waiting tab. Needs Input only filters `needs_input`; Review only filters `in_review`; Active/In Progress includes `waiting`, so the ticket is discoverable there and via search.
Fix: make waiting-state tickets discoverable from the mobile board without search. Preferred: add a visible Waiting tab/badge using existing `filter=waiting`, and include waiting in the focus attention strip if it is meant to need human awareness. Verify mobile layout and direct URL /board?filter=waiting.
Expected check-in: today after implementation and mobile UA.

Closed (orchestrator). 83cee95 on master, live verified: /board?filter=waiting → 200, 'Waiting' + filter=waiting markers present. Tessa APPROVED desktop+mobile (375x812). MC-3468 now visible in Waiting lane (or wherever it sits post-status-changes).
