Triaged: MC-4302/MC-4306 409 CONFLICT was transient stale-runtime claim conflict; both tickets now back to todo with runtime sessions closed. Root cause already fixed in MC-4291/MC-4286 (d0c2b493, 61ca0890). No new action needed — re-dispatch will happen next pickup cycle.
