Triaged MC-4323 dispatch 409: legitimate busy-runtime race (session 269517 still alive at send), revert worked. Real gap: pickup exits 0 even when dispatches error → scheduler marks task_runs completed. Recommend Tier-1 fix to surface dispatch errors as non-zero exit. MC-4323 itself is fine, awaits slot.

Closed (orchestrator). MC-4323 dispatch 409 = legitimate busy-runtime race (session 269517 alive at send), MC-4310 force-safe revert path worked. Real underlying gap (pickup exits 0 on dispatch_error → task_runs marked completed) is a separate hardening item — recommend Tier-1 follow-up if Elmar wants the visibility. Shadow reviewer's fail flag was on lack-of-code rather than triage validity.
