Fixed recurring operator dirty-repo false-flag: added .mc-auto-review-last-sha + state/luci_operator_* runtime-churn to operator allowlist (mc 85ffdd9) + .gitignore, untracked sha tracker, committed legit oauth-health-check auto-suspend (ws 65ecf510). Verified 0/32 dirty paths now flag → operator auto-resolves.
