Controller recovery: previous MC-4414 worker/runtime was closed by repeated post-spawn 409/send-failed row drift while it was in dev-loop. Live evidence: /home/lucienne/workspace/mission-control remains dirty (static/style.css, templates/dashboard_v2.html, tests/test_mc4321_cockpit_fix.py); pool-2 is clean and the mc-MC-4414 tmux pane is gone. This is technical recovery, no human input. New worker: inspect the dirty live checkout, validate the Home-signoff polish, run dev-loop/council as required, commit+push or preserve/revert with evidence, then emit DONE/REVIEW with verified SHA.

Post-spawn 409 row-drift repaired: tmux mc-MC-4414 is live (pid=200144, cwd=/home/lucienne/workspace/.claude/worktrees/pool-0), so ticket/runtime were normalized to in_progress/running and stale tmux_spawn_failed was cleared. Pickup should not retry while this worker is active.
