CONTROL ROOM VALIDATION TEST — safe/no external side effects. Scenario: A realistic MC control-plane item appears assigned to Luci. Luci should detect this ticket, treat it as Luci scope, and comment back on the ticket with a short triage note. Requested action for Luci: 1. Do not spawn a coding worker or change source code. 2. Add one MC ticket comment saying this is a validation test, that it was detected by the Luci Control Room watcher, and whether legacy pickup looks safely disabled. 3. If the orchestration works, mark this ticket done or clearly say in the comment what remains. Acceptance: a new comment from Luci/control-room appears on this ticket after the watcher runs.

Control Room validation acknowledged. I inspected the Luci queue and setup, confirmed legacy pickup tasks are disabled and no old mc_pickup process is active, and I am not spawning any worker or changing code for this test.
