Evidence: - Focused validation: `python3 -m pytest tests/test_control_room_role_registry_wiring.py tests/test_control_room_event_hooks.py tests/test_control_room_roles.py -q` → 90 passed. - Compile: `python3 -m py_compile app.py control_room_events.py control_room_roles.py models.py` → passed. - Independent review initially requested fixes; second verdict APPROVED. - graphify update completed. - `git merge-base --is-ancestor 38c33ec origin/master` → passed. Scope shipped: - Control Room role registry serialisation and advisory guidance helpers. - Controller event prompts include role/process guidance. - Read-only `GET /api/v1/control-room/roles` registry endpoint. - Format-only `POST /api/v1/control-room/roles/audit-format` endpoint; no persistence or add_comment bypass. - Tests prove no ensure_started, persistent_luci.send, workflow dispatch, pickup, update_ticket/status/assignee mutation, or auto-dispatch from the registry surfaces. - Non-string audit-format fields return 400, not 500.
