Board cards link to /ticket/<id> by default. The only Workbench entry point is a small "Runtime" meta chip on in_progress cards. For needs_input, in_review, or waiting tickets, there is no Workbench link from the board.
Acceptance Criteria:
- [ ] All active-status cards show "Open in Workbench" CTA
- [ ] Ticket detail page has prominent Workbench link
- [ ] Workbench opens with correct ticket context
