Controller triage: this is not a coding retry. The smoke description shows Anthropic/GLM/MiniMax OK and Kimi 403 quota/billing-cycle limit. Parked as waiting_on_elmar_provider_quota until quota/auth is refreshed or Kimi is intentionally disabled for the smoke.

Controller verification: Kimi provider smoke now succeeds via Hermes (`hermes chat -q ... --provider kimi-coding --model kimi-k2.6` returned KIMI_OK). Closing the provider-smoke auth/quota blocker.
