systemd-watchdog DID fire (12:43, late) — no fault. Root cause: wiki-project-compile (weekly Tue 11:00) ran 88min, held the serial scheduler's flock and starved every hourly task 11:02→12:31; missed-fire watchdog flagged systemd-watchdog 3s before its catch-up run. Fixed: added _scheduler_blocked_across HOL-blocking guard to scripts/scheduler_watchdog.py (+6 unit tests, validated against live 12:00 miss). Committed fee1babd + pushed on slot0/mc-MC-4601. Opened MC-4603 for the underlying timeout overrun (ran 5326s vs 3600s).

Controller recovery + sign-off: VERIFIED done. The fix (fee1babd) was orphaned on slot0/mc-MC-4601 pool branch — reviewer passed reading the branch diff, but it was NEVER merged to master (pool-orphan: worker reported done without landing on master, violating the worktree-pool commit-before-DONE rule). Recovered by hand: cherry-picked fee1babd → master as 06fe4f12, pushed. Verified live: _scheduler_blocked_across HOL guard present in scripts/scheduler_watchdog.py:285; 6/6 unit tests pass on master (test_watchdog_missed_straddle.py). systemd-watchdog miss was a self-recovering head-of-line artifact, no real fault. Closing. Underlying wiki-compile timeout overrun → MC-4603.
