git-sync fixed: skip-ci handler now loops rebase --skip over stacked [skip ci] wiki-recompile conflicts (bounded 50), task re-enabled. Smoke run exit 0, auto-sync pushed, PKA in sync. Committed master 7d45729b.

Controller sign-off: VERIFIED done. git-sync CRITICAL resolved. Commit 7d45729b on master; git-sync task enabled with bounded (50) rebase --skip loop over stacked [skip ci] wiki-recompile commits. Confirmed live: PKA local==origin master (bfb93a2), no rebase pending, working tree clean. The lifeline to Lucienne is healthy again. Closing. (Underlying wiki-compile timeout overrun tracked separately in MC-4603.)
