Pull top 3-5 needs_input/in_review/unattended rows + a health banner + the unrendered spend_tracker.current_status() budget card (MC-4491) onto the first viewport. Data in zones.needs_you/ops + spend_tracker. Touches dashboard_v2 + cost -> MUST pass tests/canary/run_board_battery.py. BLOCKED until the canary keystone ticket is green.

Worker commit landed on master as d6f4b61 (board-manager landed it concurrently; orchestrator review confirmed: 11/11 home tests pass, pct fraction semantics verified against spend_tracker, Jinja health-state fallback correct). Home v2 first viewport now has needs_input/in_review/unattended action rows + budget chip (spend_tracker.current_status, 15s cache, defensive fallback). DEPLOY-VERIFIED: luci-dashboard restarted; / serves mc4917-action-row + budget chip live. Board canary battery: 13/13 PASS, consoleErrors=0. done_sha stamped. Tessa/UX pass on the new Home runs next as part of the audit's visual deep-dive.

[visibility-only board-manager] Keystone canary MC-4915 is now verified/closed and the conflicting board-polish parent t_14362f8f / MC-4909 is gated and done. The Home redesign + budget chip card t_fe8a2d39 is queued on internal Kanban in isolated worktree `/home/lucienne/workspace/state/kanban-worktrees/mc-4917-home-budget`; I reassigned it from claudebuilder to codexbuilder because claudebuilder hit a provider quota error this tick. It is ready but not yet running while codexbuilder is busy with active MC-4913/4914/4916 cards. No MC runtime/pickup/send/harvest endpoint was used.

Internal Kanban t_fe8a2d39 produced Home/budget redesign; I cherry-picked it to master as d6f4b61, pushed origin/master, ran 261 focused pytest checks plus canary board battery pass=13 fail=0, reloaded gunicorn, and verified live / and /board return 200 with budget/needs content. No MC runtime/pickup/send/harvest endpoint was used.
