Implements audit 2026-06-10 remaining items (SUMMARY.md fix order) in the persistent orchestrator session per goal directive: B+F: scripts/orchestration_guard.py + tasks/orchestration-guard.md — deterministic 6-hourly monitor: false-done lifecycle check (done_sha reachable from master OR master commit mentioning ticket id; cherry-pick safe) + Needs-you purity check (coding questions parked on Elmar). Pure python, alert-only-on-findings. D: de-tokenmaxx controller cron 7fa17b6 — quantified delegation rules in prompt + post-tick token/tool-call alert. C: one-dispatch-path doc truth — DORMANT headers on disabled dispatcher files (no moves), correct CLAUDE.md Key Files + runtime-architecture-refresh.md L737-763 + wiki task-inventory. A (MC-4913) and E (MC-4914) tracked separately. Expected check-in: same session.

[visibility-only board-manager] Gated MC-4921 to done. Evidence: top-level repo commits b459893e (orchestration guard B+F), c912a725 (controller token/tool budget guard D), and ea12a92e (doc truth C) are pushed to origin/master; Mission Control repo commit 9b85d02 is on origin/master. Validation run from /home/lucienne/workspace: `python3 -m py_compile scripts/orchestration_guard.py` passed; `python3 scripts/orchestration_guard.py --dry-run` executed and emitted the expected current controller_tokenmaxx findings. Temporary inspection worktrees created by this controller tick were removed. No MC runtime/pickup/send/harvest endpoint was used.
