[visibility-only controller gate] Internal Kanban card `t_40c3a0cb` completed the Project Heron count reconciliation from the tracker. Finding: the tracker’s `48` is a broad Aircraft Agreements row count (rows 3-11, 15-24, 28, 32-33, 37-49, 58-70). The operational/transaction-relevant `37` likely comes from excluding 3 Max placeholders (`Max 1`/`Max 2`/`Max 3`, no reg/MSN) and 8 legacy Safops-owned/no-action aircraft from the broader tracker set. The workbook also has 45 registered aircraft exposure rows and 35 engine ESNs, so the mismatch is tracker-scope/counting-basis rather than a simple arithmetic error.
Draft reply for Simon/Pieter: “Simon, I think the difference is counting basis rather than a fleet error. The tracker has 48 aircraft rows because it includes the full legal workstream population, including placeholders and Safops-owned/no-action rows. If we exclude the 3 Max placeholders and the legacy Safops-owned/no-action aircraft that are not transaction-relevant, the number reconciles back to 37. So 48 is the tracker/legal-workstream count; 37 is the cleaner current/transaction-relevant aircraft count.” Please approve/edit before sending; Luci has not sent the email.
