Split from MC-4179. Elmar's UA feedback: `/ HOME · COCKPIT` / `Mission Control` header below the menus feels misaligned with the Recent Chats rail and Live now / Needs you content. Acceptance: - Remove the redundant top subheader OR align it so Recent Chats and Live tickets read as one coherent grid. - Preserve desktop/mobile usability. - Capture screenshots and run browser console check. - Luci acts as Elmar proxy reviewer; do not park waiting for manual UA approval.
