Split from MC-4179. Elmar's UA feedback: starting a new chat did not work; the modal only listed a subset of models/providers and did not expose runtime settings from the previous page. Acceptance: - New chat creation works end-to-end. - Model/provider/settings list has parity with the current/old runtime controls, not only the short provider list. - Runtime settings are discoverable/editable in the new Home v2 UI. - Add/adjust regression coverage where practical and verify in browser. - Luci acts as Elmar proxy reviewer; do not park waiting for manual UA approval. Home v2 New Chat parity: catalogue derived from canonical _runtime_profile_catalog (13 providers / 22 profiles / per-profile effort + advanced settings); chat_threads.effort + runtime_settings persisted; 16 regression tests pass; live mc.db rolled back to v18 for safe deploy. Branch feat/mc-4185-newchat-parity-v2 pushed.

[MC-4205 recovery] New Chat runtime parity has been restored into the live branch: the picker now derives provider/model/profile/effort controls from the canonical runtime profile catalogue, migration 018 persists `effort` + `runtime_settings`, and live `/api/v1/dashboard/runtime-catalogue` reports 22 profiles / 13 providers with `claude_sonnet_medium` as default.

Created MC-4205 to reconcile/promote Home v2 + New Chat parity into live/default. Treat prior done state as incomplete for live-default visibility until MC-4205 passes live smoke.
